2012-06-19, Montréal: CGC Calls on Ontario Premier to Suspend Regulation O.98/12

The Canadian GeoExchange Coalition (CGC), Canada's national industry association for geothermal heat pump technology representing over 130 members in Ontario, wrote to Premier Dalton McGuinty yesterday asking for the immediate suspension of Regulation O.98/12. The CGC has learned of over 30 recent lay-offs at drilling companies and is expecting additional layoffs for system designers, installers as well as product manufacturers and distributors across the province.   The ill-conceived and hastily-written regulation hurts Ontario's green energy industry, hurts Ontario's small business and unfairly targets geothermal drilling. CGC has recommended that companies involved in geothermal drilling more systematically follow long-established safety guidelines used for comparable drilling activities within Ontario while more thorough and fair regulation is drafted and publicly consulted.

: Residential Geothermal Heat Pump Program: Hydro-Québec's grant continued until at least March 2013

As many Canadian GeoExchange Coalition (CGC) stakeholders are aware, this past autumn Hydro-Québec announced an end to all its residential subsidy programs effective December 31st 2012. Hydro-Québec made this announcement as part of it 2013 rate case hearing before the Québec Energy Board. On December 20th, 2012, after intensive research, filing and testimony by CGC staff in this case, the Québec Energy Board granted the CGC's motion to continue the Hydro-Québec Residential Geothermal Heat Pump Program until at least March 2013. With this decision, the Energy Board acknowledges that the CGC members and their clients would have suffered a “serious or irreversible prejudice” should Hydro-Québec's decision to end the program be permitted. In March 2013, the Energy Board is expected to render a final decision on Hydro-Québec's 2013-2014 rate case, including whether the utility will have to maintain the program beyond April 2013. CGC has requested that the program continue for at least another year. Hydro-Québec decided to end its Residential Geothermal Heat Pump Program because of alleged non-profitability, based on an external evaluation report. The CGC, recognized as a formal intervener by the Energy Board, disputed the evaluation's conclusions, submitting more that 70 (seventy) pages of detailed economic, technical and logical argumentation during more than four months, to show that the program is positive for society and a net benefit to the province. CGC's staff team pleaded that ending the program was premature, and that continuing market transformation efforts in Québec would take at least five more years. You can see Hydro-Québec's statement to that effect on their website by clicking here. The CGC spares no effort to ensure that Canada's geothermal heat pump industry will continue to transform the heating and air conditioning market. We are determined to pursue these efforts over the next months. The CGC team wishes you a very happy New Year.

2013-03-13: Hydro-Québec encouraged to maintain its residential geothermal program

In a decision published today, the Quebec Energy Board encourages Hydro-Québec to maintain its residential geothermal incentive program.  In its August 2012 rate case application for 2013-2014, Hydro-Québec announced it intended to terminate its residential geothermal program on December 31st 2012.As an intervener in the case, the Canadian GeoExchange Coalition (CGC) filed extensive evidence in favour of program continuation and defended this position vigorously during public hearings in December 2012.  In an interim decision rendered on December 20, 2012, the Board agreed to CGC's request to safeguard the program until fifteen days after publication of a final Board decision. The residential geothermal program therefore continues at least until March 28, 2013.  In today's decision, the Board also rules that it cannot order Hydro-Québec to continue the program. The Board said that it doesn't have the authority to impose specific energy efficiency measures on Hydro-Québec if the energy distributor hasn't planned any budget to that effect. According to the Board, this authority belongs to Québec's Minister of Natural Resources. In this regard, CGC notes that the Parti Québecois' election platform of 2012 mentions that geothermal energy was a cornerstone of an energy strategy based on integrated resource planning.

Ten Years of Progress and Achievement: 2002-2012 - CGC's Management Report to Members

The past ten years have been an exciting time for this industry and for our staff. Canada's industry, thanks to governmental leadership in creating incentive programs but also thanks to a few key industry actors, has grown more quickly and more broadly than at any time in its past.  Thanks to industry leadership from BC to NL, Canada has had one of the world's fastest growing geothermal heat pump markets. This is extraordinary if we pause to consider the terrain this industry, and CGC, has covered since our creation in 2002.   CGC has among other things managed to:       Attract and deliver subsidies for the residential retrofit market alone, totalling well over $50 million over five years in all provinces;Attract and deliver passage of a major change to the federal tax code. Our technology now receives the same tax treatment as other renewable energy technologies for commercial projects. This change has the potential to create tens of millions more dollars in incentives, and dramatically expand and change our industry yet further;Attract new incentive programs in many provinces;Create a world-leading set of Canadian-appropriate and Canadian-made training materials;Create a national quality program - perhaps inspiring the US government to develop a national quality program framework;Successfully partner with industry stakeholders in several provinces and countries to increase opportunities for our member and manufacturers and experts;Work for our members and for all stakeholders fairly to advance the entire industry's long term interests

The Canadian GeoExchange Coalition (CGC) heartily congratulates today the 2014 winners of the 7th CGC Excellence Awards. The prizes for Excellence are awarded to regional geothermal heat pump projects which showcase both complexity and quality of installation and design. This year, CGC bestowed awards for projects in two regions: Québec and British Columbia. There were no entries from Atlantic Canada, the Prairies or from Ontario. The projects were evaluated based on originality, innovation, and technological advancement. Other criteria included technical difficulties encountered and solved in the project, the building owner commitment to achieve comfort for occupants and users, as well as other proven community benefits. Complexity of the work considering the nature of the building, financial constraints and demonstrated energy and economic savings were also among the judging criteria.

Retrofits at 24 Sussex DriveA Tremendous Opportunity to Install a Geothermal Heat Pump SystemThe Canadian GeoExchange Coalition (CGC) welcomes the proposed major retrofits for the Prime Minister's official residence at 24 Sussex Drive in Ottawa. The CGC sees this as a tremendous opportunity to revamp the building's mechanical systems and to improve the air quality and comfort of occupants and visitors with the installation of a geothermal heat pump (GHP) system for heating and cooling.“The Liberal Party Platform is clear on their intentions to lead by example by ensuring that the federal government increases its use of clean technologies to stimulate domestic demand for these products. The expected retrofits at 24 Sussex Drive represent a unique opportunity to showcase the knowhow of Canadian specialists for the design and the installation of GHP systems” said Denis Tanguay, President & CEO of the CGC. The installation of a GHP system in a house generates savings in the order of 40 % to 60 % of annual heating and cooling needs. Over 125,000 systems are installed in Canada representing less than 1 % of the building stock. “The potential for growth is enormous but it requires sustained efforts to promote the technology. The installation of a GHP system at 24 Sussex would represent an incredible promotional tool for this green technology and show government leadership” added Denis Tanguay.
